The MoC Portal assists compliance with guidelines for the NSW Resources Regulator.

Coal Services provides health, safety, emergency response, workers compensation, and training services to protect workers across the NSW coal industry. It's owned by the Mining and Energy Union and the NSW Minerals Council.

Coal Services partnered with Soda Digital to rebuild its Maintenance of Competence (MoC) Portal as a modern custom web application designed for the needs of the NSW mining industry. The platform helps certificate holders, employers, trainers, and administrators manage training, competency, and compliance requirements under the NSW Maintenance of Competence Scheme — all through one secure and easy-to-use system.

The previous application, built in Xamarin, had become difficult to maintain and raised growing cyber security and data protection concerns. Coal Services needed a modern platform that was secure, scalable, and easier for users to manage day to day. Soda Digital designed and built the new portal from the ground up, transforming a heavily manual and fragmented process into a connected digital platform that improves compliance visibility, reduces admin overhead, and gives users more confidence across the entire compliance process.

The challenge

Managing workforce compliance across the mining industry is complex. Certificate holders need to log learning activities, upload evidence, track competency hours, and stay ready for audits. Employers and administrators need visibility over workforce competency, reporting, and compliance status across large teams and multiple sites. The older platform created several challenges:

  • manual and time-heavy workflows

  • fragmented record management

  • limited reporting visibility

  • growing support and maintenance issues

  • outdated technology

  • cyber security and data protection risks

Coal Services needed more than a software upgrade. They needed a secure, future-ready platform built specifically for the way the mining industry operates.

Solution

Soda Digital designed and developed a completely custom Progressive Web Application (PWA) tailored to the operational and compliance needs of the Maintenance of Competence Scheme. Built using Microsoft ASP.NET Core, JavaScript, SQL Server, and hosted within the Coal Services Microsoft Azure environment, the platform delivers a secure and scalable foundation for long-term growth.The new portal gives certificate holders a simpler way to:

  • log learning and training activities

  • upload supporting evidence

  • track competency progress

  • manage learning hours

  • prepare for audits

For organisations and administrators, the platform delivers:

  • clearer workforce compliance visibility

  • centralised reporting and exports

  • training and event management

  • role-based permissions
